I have added a new tutu to my collection. It is a tie around tutu.
The waist band is not elastic, it is on a ribbon that ties around the waist.
There is over double the amount of tulle, making them the fullest and most fun tutu I have.
Tie it on with beautiful 3 inch wide satin ribbon.
